251.479. The program shall employ techniques developed bythe national trust for historic preservation's main street centerwhich are designed to stimulate business reinvestment, restorebuilding facades, retain existing small business, strengthen thelocal tax base, create employment opportunities, promote newbusiness in downtown areas, and help to create a renewed sense ofcommunity pride.
