Leases to be let on competitive bids.

253.300. All leases granted under sections 253.290 to253.320 shall be entered into only upon the basis of competitivesealed bids. A sworn financial statement shall accompany eachbid, and all contracts shall be let by the director of thedepartment of natural resources at a regular meeting after publicnotice of the time of such letting. All bids submitted prior tothe opening of the meeting shall be considered. Suchadvertisements for bids shall be made in daily or weeklynewspapers of general circulation for three consecutive weeks asnecessary to give notice by the director. The director shallaccept the bid most favorable to the state from a responsible andreputable person but may, for good cause, reject any bid.
