Except as provided in section 256.615, operationalwells in existence on September 28, 1985, shall not be requiredto conform to the provisions of sections 256.600 to 256.640, orany rules or regulations adopted pursuant thereto unless suchwells or pump installations for such wells are determined topresent a threat to groundwater.
