Director to develop rules for health and veterinary care for animalsin custody and facilities of licensees--records to be kept--pounds,major construction not to be required.

273.346. 1. The director shall promulgate rules for anadequate program of health and veterinary care which shall bemaintained for all animals in the custody of persons andfacilities subject to licensure pursuant to sections 273.325 to273.357, except pounds or dog pounds. Records of veterinaryservices provided to such animals shall be maintained and madeavailable to the state veterinarian or an animal welfare officialupon request.

2. Any such rules promulgated to cover pounds or dog poundsshall not require or be applied so as to require the constructionof any new buildings or major reconstruction of any physicalplant beyond the scope of normal upkeep and repair.
