Curators to formulate state plan--procedure.

278.030. 1. The curators are hereby authorized, empoweredand directed to formulate and submit to the Secretary ofAgriculture in conformity with the provisions of said soilconservation and domestic allotment act, a state plan for eachcalendar year, beginning not later than for the calendar year1938. It shall be the purpose of each such plan to promote suchutilization of and such farming practices as the curators findwill tend, in conjunction with the operation of such other plansas may be approved for other states by the Secretary ofAgriculture, to preserve and improve soil fertility, promote theeconomic use of land, diminish the exploitation and wasteful andunscientific use of national soil resources, and reestablish andmaintain the ratio between the purchasing power of the net incomeper person on farms and that of the income per person not onfarms as defined in subsection (a), of section 7 of said SoilConservation and Domestic Allotment Act.

2. Each such plan shall provide for adjustments in theutilization of land and in farming practices, through agreementswith producers or through other voluntary methods, and forbenefit payments in connection therewith, and also for suchmethods of administration not in conflict with any law of thisstate and such reports as the Secretary of Agriculture findsnecessary for the effective administration of the plan and forascertaining whether the plan is being carried out according toits terms.
