Hearing--notice.

278.180. Within thirty days after the petition has beenfiled with the board of soil and water district supervisors, theyshall fix a date, hour and place for a hearing thereon and directthe secretary to cause notice to be given to the owners of eachtract of land, or lot, within the proposed subdistrict, as shownby the county records, and to each lienholder or encumbrancer ofany such lands as shown by the county records and to all otherpersons whom it may concern, and without naming individuals allactual occupants of land in the proposed subdistrict, of thependency and prayer of the petition and that all objections toestablishment of said subdistrict for any reason must be made inwriting and filed with the secretary of the soil and waterconservation district at or before the time set for hearing.
