Insurers to adhere to uniform classification system, plan--director todesignate advisory organization, purpose, duties.

287.955. 1. Every workers' compensation insurer shalladhere to a uniform classification system and uniform experiencerating plan filed with the director by the advisory organizationdesignated by the director and subject to his disapproval. Aninsurer may develop subclassifications of the uniformclassification system upon which a rate may be made, except thatsuch subclassifications shall be filed with the director thirtydays prior to their use. The director shall disapprovesubclassifications if the insurer fails to demonstrate that thedata thereby produced can be reported consistent with the uniformstatistical plan and classification system.

2. The director shall designate an advisory organization toassist him in gathering, compiling and reporting relevantstatistical information. Every workers' compensation insurershall record and report its workers' compensation experience tothe designated advisory organization as set forth in the uniformstatistical plan approved by the director.

3. The designated advisory organization shall develop andfile manual rules, subject to the approval of the director,reasonably related to the recording and reporting of datapursuant to the uniform statistical plan, uniform experiencerating plan, and the uniform classification system. Everyworkers' compensation insurer shall adhere to the approved manualrules and experience rating plan in writing and reporting itsbusiness. No insurer shall agree with any other insurer or withthe advisory organization to adhere to manual rules which are notreasonably related to the recording and reporting of datapursuant to the uniform classification system of the uniformstatistical plan.
