Definitions.

290.550. As used in sections 290.550 to 290.580, thefollowing terms mean:

(1) "Laborers from nonrestrictive states", persons who areresidents of a state which has not enacted state laws restrictingMissouri laborers from working on public works projects in thatstate, as determined by the labor and industrial relationscommission;

(2) "Missouri laborer", any person who has resided inMissouri for at least thirty days and intends to become or remaina Missouri resident;

(3) "A period of excessive unemployment", any monthimmediately following two consecutive calendar months duringwhich the level of unemployment in the state has exceeded fivepercent as measured by the United States Bureau of LaborStatistics in its monthly publication of employment andunemployment figures;

(4) "Public works", projects defined as public workspursuant to section 290.210.
