Highway reciprocity commission, officers, expenses, meetings, records.

301.273. 1. There is hereby created a "Missouri Highway ReciprocityCommission" to be composed of the governor, the attorney general, thedirector of the division of motor carrier and railroad safety in thedepartment of economic development, the director of revenue, thesuperintendent of the Missouri state highway patrol and the director of thedepartment of transportation, and any member may designate a qualifiedemployee to act for and in the member's stead on the commission. Thedesignation shall be made in writing filed with the commission and may berevoked at any time by the designating official. The commission shallelect from its members a chairperson and such other officers as it deemsnecessary, fix its times and places of meeting and determine its ownprocedure. The commission is hereby authorized to appoint a secretary, whoshall have charge of the office of the commission and shall be thecustodian of the records of the commission, and such other employees asshall be necessary to properly perform the duties of the commission andshall fix the compensation of such secretary and other employees within theamount appropriated by the general assembly.

2. The commission shall keep written records of the minutes of allmeetings which shall be kept, together with copies of all agreementsentered into and rules and regulations promulgated by the commission, inthe office of the secretary of the commission. Such records shall bepublic records of the state of Missouri and shall be open to publicinspection. All rules and regulations promulgated by the commission shallbe filed in the office of the secretary of state and shall take effect andbecome operative not sooner than ten days after they are so filed.
