Delta Sigma Theta and Omega Psi Phi special license plates,application, fee.

301.3086. 1. Any current member or alumnus of the Delta Sigma Thetaor Omega Psi Phi Greek organizations at any college or university withinthis state may apply for special motor vehicle license plates for anyvehicle such person owns, either solely or jointly, other than anapportioned motor vehicle or a commercial motor vehicle licensed in excessof eighteen thousand pounds gross weight, after an annual payment of anemblem-use authorization fee to the appropriate organization. Delta SigmaTheta and Omega Psi Phi hereby authorize the use of their official emblemto be affixed on multiyear personalized license plates as provided in thissection. Any contribution to Delta Sigma Theta or Omega Psi Phi derivedfrom this section, except reasonable administrative costs, shall be usedsolely for the purposes of those organizations. Any member of Delta SigmaTheta or Omega Psi Phi may annually apply for the use of the organization'semblem.

2. Upon annual application and payment of a twenty-five dollaremblem-use contribution to Delta Sigma Theta or Omega Psi Phi, theorganization shall issue to the vehicle owner, without further charge, anemblem-use authorization statement, which shall be presented by the ownerto the department of revenue at the time of registration of a motorvehicle. Upon presentation of the annual statement, payment of a fifteendollar fee in addition to the registration fee and documents which may berequired by law, the department of revenue shall issue to the vehicle ownera personalized license plate which shall bear the emblem of Delta SigmaTheta or Omega Psi Phi. Such license plates shall be made with fullyreflective material with a common color scheme and design, shall be clearlyvisible at night, and shall be aesthetically attractive, as prescribed bysection 301.130. Notwithstanding the provisions of section 301.144, noadditional fee shall be charged for the personalization of license platespursuant to this section.

3. A vehicle owner, who was previously issued a plate with the DeltaSigma Theta or Omega Psi Phi emblem authorized by this section but who doesnot provide an emblem-use authorization statement at a subsequent time ofregistration, shall be issued a new plate which does not bear the DeltaSigma Theta or Omega Psi Phi emblem, as otherwise provided by law. Thedirector of revenue shall make necessary rules and regulations for theadministration of this section, and shall design all necessary formsrequired by this section. No rule or portion of a rule promulgatedpursuant to the authority of this section shall become effective unless ithas been promulgated pursuant to the provisions of chapter 536, RSMo.
