301.3102. 1. Any vehicle owner who has obtained an annual emblem-useauthorization statement from the St. Louis College of Pharmacy may, subject tothe registration fees provided in section 301.055, apply for St. Louis Collegeof Pharmacy license plates for any motor vehicle such person owns, eithersolely or jointly, other than an apportioned motor vehicle or a commercialmotor vehicle licensed in excess of eighteen thousand pounds gross weight.The St. Louis College of Pharmacy hereby authorizes the use of its officialemblem to be affixed on multiyear license plates as provided in this section.Any vehicle owner may annually apply for the use of the emblem. Anycontribution to the St. Louis College of Pharmacy derived from this section,except reasonable administrative costs, shall be used solely for the purposesof the St. Louis College of Pharmacy.
2. Upon annual application and payment of a twenty-five dollaremblem-use contribution to the St. Louis College of Pharmacy, the St. LouisCollege of Pharmacy shall issue to the vehicle owner, without further charge,an emblem-use authorization statement, which shall be presented by the vehicleowner to the department of revenue at the time of registration of a motorvehicle. Upon presentation of the annual statement and payment of a fifteendollar fee in addition to the regular registration fees and presentation ofother documents which may be required by law, the department of revenue shallissue a license plate to the vehicle owner, which shall bear the emblem of theSt. Louis College of Pharmacy in a form prescribed by the director, shall bearsix letters or numbers and shall bear the words "ST. LOUIS COLLEGE OFPHARMACY" in place of the words "SHOW-ME STATE". Such license plates shall bemade with fully reflective material with a common color scheme and design,shall be clearly visible at night, and shall be aesthetically attractive, asprescribed by section 301.130. Notwithstanding the provisions of section301.144, no additional fee shall be charged for the personalization of licenseplates pursuant to this section. A fee for the issuance of personalizedlicense plates pursuant to section 301.144 shall not be required for platesissued pursuant to this section.
3. A vehicle owner, who was previously issued a plate with the St.Louis College of Pharmacy emblem authorized by this section but who does notprovide an emblem-use authorization statement at a subsequent time ofregistration, shall be issued a new plate which does not bear the St. LouisCollege of Pharmacy emblem, as otherwise provided by law. The director ofrevenue may promulgate rules and regulations for the administration of thissection. No rule or portion of a rule promulgated pursuant to the authorityof this section shall become effective unless it has been promulgated pursuantto the provisions of chapter 536, RSMo.
