Optimist International special license plates, application, fee.

301.3131. 1. Any member of Optimist International may receivespecial license plates as prescribed by this section, for any motor vehiclesuch person owns, either solely or jointly, other than an apportioned motorvehicle or a commercial motor vehicle licensed in excess of eighteenthousand pounds gross weight, after an annual payment of an emblem-useauthorization fee to Optimist International of which the person is amember. Optimist International hereby authorizes the use of its officialemblem to be affixed on multiyear personalized license plates as providedin this section. Any contribution to Optimist International derived fromthis section, except reasonable administrative costs, shall be used solelyfor the purposes of Optimist International. Any member of OptimistInternational may annually apply for the use of the emblem.

2. Upon annual application and payment of a twenty-five dollaremblem-use contribution to Optimist International, the organization shallissue to the vehicle owner, without further charge, an emblem-useauthorization statement, which shall be presented by the owner to thedepartment of revenue at the time of registration of a motor vehicle. Uponpresentation of the annual statement, payment of a fifteen dollar fee inaddition to the registration fee and documents which may be required bylaw, the department of revenue shall issue to the vehicle owner apersonalized license plate which shall bear the emblem of OptimistInternational and shall have the words "FRIEND OF YOUTH" in place of thewords "SHOW-ME STATE". Such license plates shall be made with fullyreflective material with a common color scheme and design, shall be clearlyvisible at night, and shall be aesthetically attractive, as prescribed bysection 301.130. Notwithstanding the provisions of section 301.144, noadditional fee shall be charged for the personalization of license platespursuant to this section.

3. A vehicle owner, who was previously issued a plate with theOptimist International emblem authorized by this section but who does notprovide an emblem-use authorization statement at a subsequent time ofregistration, shall be issued a new plate which does not bear the OptimistInternational emblem, as otherwise provided by law. The director ofrevenue shall make necessary rules and regulations for the administrationof this section, and shall design all necessary forms required by thissection. No rule or portion of a rule promulgated pursuant to theauthority of this section shall become effective unless it has beenpromulgated pursuant to the provisions of chapter 536, RSMo.
