Eastern Star, special license plates--emblemauthorization--application procedure, fees.

301.462. 1. Any member of a lodge under the jurisdiction of theGrand Chapter of Missouri Order of the Eastern Star may receive speciallicense plates as prescribed in this section after an annual payment of anemblem-use authorization fee to the Grand Chapter of Missouri Order of theEastern Star. The grand chapter described in this section herebyauthorizes the use of its official emblem to be affixed on multiyearpersonalized license plates as provided in this section. Any contributionto such grand chapter derived from this section, except reasonableadministrative costs, shall be used solely for one or more of the grandchapter's charitable programs. Any member of a lodge under thejurisdiction of the grand chapter may annually apply to the grand chapterfor the use of the emblem.

2. Upon annual application and payment of a twenty-five dollaremblem-use contribution to the grand chapter, the grand chapter shall issueto the vehicle owner, without further charge, an emblem-use authorizationstatement, which shall be presented by the member to the department ofrevenue at the time of registration of a motor vehicle. Upon presentationof the annual statement and payment of the fee required for personalizedlicense plates in section 301.144, and other fees and documents which maybe required by law, the department of revenue shall issue a personalizedlicense plate, which shall bear the emblem of the grand chapter, to thevehicle owner.

3. The license plate authorized by this section shall be in a formprescribed by the advisory committee established in section 301.129, exceptthat such license plates shall be made with fully reflective material witha common color scheme and design, shall be clearly visible at night, andshall be aesthetically attractive, as prescribed by section 301.130. Thebidding process used to select a vendor for the material to manufacture thelicense plates authorized by this section shall consider the aestheticappearance of the plate.

4. A vehicle owner, who was previously issued a plate with the grandchapter emblem authorized by this section but who does not provide anemblem-use authorization statement at a subsequent time of registration,shall be issued a new plate which does not bear the grand chapter emblem,as otherwise provided by law. The director of revenue shall make necessaryrules and regulations for the enforcement of this section, and shall designall necessary forms required by this section.
