Children's trust fund logo plates--annual fee for authority touse--design--deposit of fee in trust fund--sample plate display.

301.463. 1. The children's trust fund board established in section210.170, RSMo, may authorize the use of their logo to be incorporated on motorvehicle license plates for any motor vehicle the person owns, either solely orjointly, other than an apportioned motor vehicle or a commercial motor vehiclelicensed in excess of eighteen thousand pounds gross weight. The licenseplate shall contain an emblem designed by the board depicting two handprintsof a child and the words "CHILDREN'S TRUST FUND" and the children's trust fundlogo in preference to the words "SHOW-ME STATE". The license plates shallhave a common background and shall bear as many letters and numbers as willfit on the plate without damaging the plate's aesthetic appearance asdetermined by the director of revenue. Any vehicle owner may annually applyto the board or director for the use of the logo. Upon annual application andpayment of a twenty-five dollar logo use contribution to the board, the boardshall issue to the vehicle owner, without further charge, a logo-useauthorization statement, which shall be presented by the vehicle owner to thedepartment of revenue at the time of registration. Application for use of thelogo and payment of the twenty-five dollar contribution may also be made atthe time of registration to the director, who shall deposit such contributionin the state treasury to the credit of the children's trust fund. Uponpresentation of the annual statement, payment of a fifteen dollar fee inaddition to the regular registration fees and presentation of documents whichmay be required by law, the department of revenue shall issue a license platedescribed in this section to the vehicle owner. Notwithstanding theprovisions of section 301.144, no additional fee shall be charged for thepersonalization of license plates issued pursuant to this section. Thereshall be no limit on the number of license plates any person qualifiedpursuant to this section may obtain so long as each set of plates issuedpursuant to this section is issued for vehicles owned solely or jointly bysuch person. The license plate authorized by this section shall be issuedwith a design approved by both the board and the director of revenue. Thebidding process used to select a vendor for the material to manufacture thelicense plates authorized by this section shall consider the aestheticappearance of the plate. A vehicle owner, who was previously issued a platewith a logo authorized by this section and who does not provide a logo-useauthorization statement at a subsequent time of registration, shall be issueda new plate which does not bear the logo, as otherwise provided by law. Anycontribution to the board derived from this section shall be deposited in thestate treasury to the credit of the children's trust fund established insection 210.173, RSMo.

2. The director of revenue shall issue samples of license platesauthorized pursuant to this section to all offices in this state wherevehicles are registered and license plates are issued. Such sample licenseplates shall be prominently displayed in such offices along with literatureprepared by the director or by the children's trust fund board describing thepurposes of the children's trust fund. The general assembly may appropriatemoneys annually from the children's trust fund to the department of revenue tooffset costs reasonably incurred by the director of revenue pursuant to thissubsection.
