Proof of responsibility by insurance certificate.

303.170. 1. Proof of financial responsibility may befurnished by filing with the director the written certificate ofany insurance carrier duly authorized to do business in thisstate certifying that there is in effect a motor vehicleliability policy for the benefit of the person required tofurnish proof of financial responsibility. Such certificateshall give the effective date of such motor vehicle liabilitypolicy, which date shall be the same as the effective date of thecertificate, and shall designate by explicit description or byappropriate reference all motor vehicles covered thereby, unlessthe policy is issued to a person who is not the owner of a motorvehicle.

2. No motor vehicle shall be or continue to be registered inthe name of any person required to file proof of financialresponsibility unless such motor vehicle is so designated in sucha certificate.
