Driver's responsibility not to obstruct traffic--written warning,infraction, effective date.

304.151. 1. Except in the case of an accident resulting in theinjury or death of any person, the driver of a vehicle which for any reasonobstructs the regular flow of traffic on the roadway of any state highwayshall make every reasonable effort to move the vehicle or have it moved soas not to block the regular flow of traffic.

2. Prior to January 1, 1999, any person who fails to comply with therequirements of this section shall be issued a written warning of theviolation in order to inform such persons of the requirements of thissection. Beginning January 1, 1999,* any person who fails to comply withthe requirements of this section is guilty of an infraction and, uponconviction thereof, shall be punished by a fine of not less than tendollars nor more than fifty dollars.
