Bingo proceeds for education fund, established, purpose.

313.007. 1. Notwithstanding any other provisions of law to thecontrary, all net proceeds derived from the state taxes contained in thischapter relating to bingo shall be deposited in the "Bingo Proceeds forEducation Fund", which is hereby created in the state treasury. Moneys inthis fund shall be considered state funds pursuant to article IV, section 15of the Missouri Constitution. All interest received on bingo proceeds foreducation fund shall be credited to the bingo proceeds for education fund.Appropriations of the moneys deposited in the bingo proceeds for educationfund shall be pursuant to state law. The provisions of section 33.080, RSMo,requiring all unexpended balances remaining in various state funds to betransferred and placed to the credit of the ordinary revenue fund of thisstate at the end of each biennium shall not apply to the bingo proceeds foreducation fund. All net tax receipts collected pursuant to subsection 10 ofsection 313.057 shall be paid over immediately to the state treasurer to bedeposited to the credit of the bingo proceeds for education fund.

2. This section shall become effective July 1, 1993*.
