313.265. No person otherwise qualified under the provisionsof sections 313.200 to 313.350 shall be denied a license as alottery game retailer except for cause or for refusal to acquiresuch equipment and materials or meet such minimum salesrequirements as the commission may deem necessary for a personto conduct a lottery game on his business premises. The reasonfor denial of a license shall be specified in writing by thecommission.
