313.322. Notwithstanding the provisions of sections 313.200to 313.350, the lottery commission may contract the operation ofthe state lottery and any multistate lottery to a privateorganization on the basis of public bids, the best bid being tothe organization which, under bond, can guarantee the state thehighest return to the general revenue fund or public expenditurefunds as may be designated in sections 313.200 to 313.350.
