313.803. Notwithstanding the provisions of section 313.800,any person or business entity who has filed for an excursiongambling license with the Missouri gaming commission prior to May10, 1994, shall be allowed to create an artificial space up totwo thousand feet from the closest edge of the main channel ofthe river as established by the United States Army Corps ofEngineers.
