Fund shall provide moneys for cleanup of petroleum storage tankcontamination, when.

319.138. Notwithstanding the provisions of section 319.100 andsubdivision (1) of subsection 3 of section 319.131, the fund shall providemoneys for cleanup of contamination caused by the releases from piping orrelated equipment of a petroleum storage tank with a capacity of fivethousand gallons or less when such retailer is the sole provider of retailfuels within a five-mile area. The costs of the cleanup must be incurredafter April 1, 1999, and prior to April 1, 2000. The retailer must makeapplication for participation in the fund by August 28, 1999.
