Protesting petition may be filed--who to sign--contents.

321.090. Any time after the filing of a petition for theorganization of a district and before the day fixed for thehearing thereon, a petition may be filed in the office of thecircuit clerk, wherein the petition for the organization of suchdistrict is pending, protesting against the creation of theproposed district. Such protesting petition shall be signed andfiled by or on behalf of one or more voters of the district, andshall recite wherein the incorporation of the district will notpromote the purposes as set forth in the petition, or whereinsufficient facts have not been related to justify theincorporation of such district, and any other facts which may beuseful to the court in determining whether or not such originalpetition shall be allowed.
