Contingent effective date for statutory requirements of thedivision--borrowing of funds permitted, when.

324.016. No new licensing activity or other statutory requirementsassigned to the division of professional registration shall becomeeffective until expenditures or personnel are specifically appropriated forthe purpose of conducting the business as required and the initial rulesfiled, if appropriate, have become effective. The director of the divisionof professional registration shall have the authority to borrow funds fromany agency within the division to commence operations upon appropriationfor such purpose. This authority shall cease at such time that asufficient fund has been established by the agency to fund its operationsand repay the amount borrowed.
