336.150. 1. It shall be the duty of the board to examine allapplications for registration submitted in proper form; to grantcertificates of registration to such persons as may be entitled to the sameunder the provisions of this chapter; to cause the prosecution of allpersons violating its provisions; to report annually to the governor thecondition of optometry in the state of Missouri, which said report shallalso furnish a record of the proceedings of the board for the year and anitemized statement of all moneys received and disbursed, with the names ofall optometrists registered under this chapter, and shall contain a copy ofall rules adopted by said board of optometry; and to do all other thingsnecessary to carry out the provisions of this chapter. The board shallhave the power to make bylaws for the proper fulfillment of its dutiesunder this chapter and shall keep a book of registration in which shall beentered the names and places of practice or business of all personsregistered under this chapter, which book shall also specify such facts assaid persons shall claim to justify their registration. The president ofthe board may call a special meeting at any time. Three members shallconstitute a quorum and the records of the board shall at all times be opento public inspection.
2. No rule or portion of a rule promulgated under the authority ofthis chapter shall become effective unless it has been promulgated pursuantto the provisions of section 536.024, RSMo.
