Fees, collection, disposition, use.

337.085. 1. There is hereby established in the state treasury a fundto be known as the "State Committee of Psychologists Fund". All fees ofany kind and character authorized under sections 337.010 to 337.090 to becharged by the committee or division shall be collected by the director ofthe division of professional registration and shall be transmitted to thedepartment of revenue for deposit in the state treasury for credit to thisfund. Such funds, upon appropriation, shall be disbursed only in paymentof expenses of maintaining the committee and for the enforcement of theprovisions of law concerning professions regulated by the committee. Noother money shall be paid out of the state treasury for carrying out theseprovisions. Warrants shall be issued on the state treasurer for paymentout of the fund.

2. The provisions of section 33.080, RSMo, to the contrarynotwithstanding, money in this fund shall not be transferred and placed tothe credit of general revenue until the amount in the fund at the end ofthe biennium exceeds two times the amount of the appropriation from thecommittee's fund for the preceding fiscal year or, if the committeerequires by rule renewal less frequently than yearly then three times theappropriation from the committee's fund for the preceding fiscal year. Theamount, if any, in the fund which shall lapse is that amount in the fundwhich exceeds the appropriate multiple of the appropriations from thecommittee's fund for the preceding fiscal year.

3. All funds pertaining to the Missouri state committee ofpsychologists deposited in the state treasury to the credit of thecommittee of registration for the healing arts fund shall be transferredfrom that fund to the state committee of psychologists fund by the divisiondirector.
