Chairman may administer oaths, issue subpoena--enforcement ofsubpoenas, where.

340.280. 1. The chairman or vice chairman of the board mayadminister oaths, subpoena witnesses, issue subpoenas duces tecumand require production of documents and records pertaining tocomplaints or investigations. Subpoenas, including subpoenasduces tecum, shall be served by a person so authorized to servesubpoenas of courts of records. In lieu of requiring attendanceof a person to produce original documents in response to asubpoena duces tecum, the board may require sworn copies of suchdocuments to be filed with it or delivered to its designatedrepresentative.

2. The board may enforce its subpoenas, including asubpoena duces tecum, by applying to a circuit court of ColeCounty, the county of investigation, hearing or proceeding, orany county where the person resides or may be found, for an orderupon any person who shall fail to obey a subpoena to show causewhy such subpoena should not be enforced. The order and a copyof the application therefor shall be served upon the person inthe same manner as a summons in a civil action. If the circuitcourt, after a hearing, determines that the subpoena should besustained and enforced, such court shall proceed to enforce thesubpoena in the same manner as though the subpoena had beenissued in a civil case in the circuit court.
