Proceeds of bond sales and fees collected are not revenue of thestate.

360.115. The proceeds of all bonds issued by the authorityand of all fees permitted to be charged by the authority undersections 360.010 to 360.140 shall not be considered to be part ofthe revenue of the state within the meaning of article III,section 36, of the Constitution of Missouri, shall not berequired to be deposited into the state treasury, and shall notbe subject to appropriation by the general assembly. Theproceeds and fees shall remain under the exclusive control andmanagement of the authority to be used as required pursuant tosections 360.010 to 360.140.
