Director may examine persons, inspect records--complaints ofviolations.

365.050. 1. The director, or his duly authorizedrepresentative, may make such investigation as he shall deemnecessary and, to the extent necessary for this purpose, he mayexamine the licensee or any other person having personalknowledge of the matters under investigation, and shall have thepower to compel the production of all relevant books, records,accounts and documents of licensees and other persons withrespect to their retail installment transactions.

2. Any retail buyer having reason to believe that thischapter relating to his retail installment contract has beenviolated may file with the director a written complaint settingforth the details of the alleged violation and the director, uponreceipt of the complaint, may inspect the pertinent books,records, letters and contracts of the licensee and other personsand of the retail seller involved, relating to the specificwritten complaint.
