371.030. As soon as practicable after the receipt of theproposed articles of incorporation, the director of financeshall, from the best sources of information available, ascertainthe character and general fitness of the applicants, theirstanding in their respective communities and shall issue hiscertificate approving the articles of incorporation andauthorizing the applicants to proceed with the organization ofthe development finance corporation if he is satisfied
(1) That all the applicants are bona fide residents of thestate;
(2) That they have the confidence of their respectivecommunities; and
(3) That the proposed articles of incorporation conform tothe provisions of section 371.080.
