Utilities, corporations and persons may file complaint.

386.400. Any corporation, person or public utility shallhave the right to complain on any of the grounds upon whichcomplaints are allowed to be filed by other parties, and the sameprocedure shall be adopted and followed as in other cases, exceptthat the complaint may be served upon any parties designated bythe commission.
