Priority over other civil cases in court actions granted.

386.530. All actions or proceedings under this or any otherchapter, and all actions and proceedings commenced or prosecutedby order of the commission, and all actions and proceedings towhich the commission, the public counsel or the state may beparties, and in which any question arises under this or any otherchapter, or under or concerning any order or decision or actionof the commission, shall be preferred over all other civil causesexcept election contests in all the circuit courts of the stateof Missouri, and shall be heard and determined in preference toall other civil business pending therein except electioncontests, irrespective of position on the calendar. The samepreference shall be granted upon application of the publiccounsel or the commission counsel in any action or proceeding inwhich either or both may be allowed to intervene.
