392.440. Any telecommunications company offering orproviding the resale of either local exchange or interexchangetelecommunications service must first obtain a certificate ofservice authority. Except as provided in section 392.450, thecommission shall approve an application for a certificate for theresale of local exchange or interexchange telecommunicationsservice upon a showing by the applicant, and a finding by thecommission, after notice and hearing, that the grant of authorityis in the public interest.
