392.530. Sections 392.361 to 392.520 are enacted in part to clarifyand specify the law existing prior to September 28, 1987. Any specificgrant of authority to the commission contained in those provisions shallnot be construed as indicating or meaning that the commission did notpossess such authority under the law existing prior to September 28, 1987.
