393.135. Any charge made or demanded by an electricalcorporation for service, or in connection therewith, which isbased on the costs of construction in progress upon any existingor new facility of the electrical corporation, or any other costassociated with owning, operating, maintaining, or financing anyproperty before it is fully operational and used for service, isunjust and unreasonable, and is prohibited.
