No ordinance shall prohibit a nonprofit organization from resellingdonated goods in an area with other retailers, limitation.

407.489. Notwithstanding any provision of section 89.020, RSMo, tothe contrary, the legislative body of all cities, towns, and villages ishereby prohibited from passing any zoning law, ordinance, or code thatwould prevent any entity organized pursuant to Section 501(c)(3) of theInternal Revenue Code that owns or operates a retail business engaged inthe practice of reselling donated goods from operating a businessestablishment within any area where any other business engaged in retailsales is permitted to operate; provided that at least eighty percent of allrevenue generated by such entity is used to fund the charitable purpose ofthe organization.
