Preemption of field.

427.041. In sections 427.011 to 427.041, the general assembly herebyoccupies and preempts the entire field of legislation imposing liability onlenders-owners for precedent environmental conditions which result incontamination or pollution, including by way of example and not oflimitation, lender liability for hazardous substances, toxic wastes, cleanair, clean water, solid waste disposal, and underground storage tanks, tothe complete exclusion of an order, ordinance or regulation by anypolitical subdivision of this state and by the federal government to theextent permitted by the law except those state statutes pertaining to theunderground storage tank insurance fund.
