452.890. 1. The court shall award the prevailing party, including astate, necessary and reasonable expenses incurred by or on behalf of theparty, including costs, communication expenses, attorney's fees,investigative fees, expenses for witnesses, travel expenses and child careduring the course of the proceedings, unless the party from whom fees orexpenses are sought establishes that the award would be clearlyinappropriate.
2. The court shall not assess fees, costs or expenses against a stateexcept as otherwise provided by law other than sections 452.700 to 452.930.
