454.1031. All penalties that apply to an obligor in sections 454.1000to 454.1029 shall also apply to any person who has, without good cause asdetermined by a court with jurisdiction, denied or interfered with anyorder for visitation or custody for two or more consecutive periods. Anysuch penalties shall be imposed by a court with jurisdiction, and may bemodified or vacated by the court for good cause shown, and the divisionshall have no jurisdiction over such matters.
