Admissibility of payment center records--certification by thedirector.

454.539. 1. A copy of records of payments to and disbursements bythe payment center, including but not limited to the records maintained inthe automated child support system, or a circuit clerk, including but notlimited to copies produced by electronic or optically scanned means,whether certified by the division, circuit clerk or an employee of thepayment center, shall be admissible without further proof or foundation inany judicial or administrative proceeding as proof of credits and paymentsmade to or by the payment center or circuit clerk. Records include, butare not limited to, records maintained in the automated child supportsystem.

2. The records shall be certified by the director, a circuit clerk orsuch clerk's designee, or an employee of the payment center, and additionalproof of the official character of the person certifying such record or theauthenticity of his or her signature shall not be required. The director,circuit clerk or such clerk's designee, or an employee of the paymentcenter may certify payment and disbursement records contained or maintainedin, or shown by, the automated child support system. The certification ofthe director, circuit clerk or such clerk's designee, or an employee of thepayment center shall certify payments or disbursements regardless of whomade the entry of the payment or disbursement. Such records shallconstitute prima facie evidence of the amount of support paid.
