Contempt--procedure for punishment.

536.095. In any hearing in a contested case before an agencycreated by the constitution or state statute if any person actsor refuses to act in such manner that a contempt of court wouldhave been committed if the case were a civil action before acircuit court, the agency in addition to any other powers it mayhave by law may apply to a judge of the circuit court of thecounty of the hearing or of any county where such person residesor may be found, for an order on any such person to show causewhy he should not be punished as for contempt, which order andcopy of the application therefor shall be served upon the personin the same manner as a summons in a civil action. Thereafterthe same proceedings shall be had in such court as in cases ofcontempt of a circuit court.
