Municipalities in St. Louis County, authority to enact ordinancesand enforce them with fines or imprisonment.

546.902. Any municipality located within any county of the firstclassification with a population in excess of nine hundred thousand, forany purpose or purposes mentioned in this chapter, may enact and make allnecessary ordinances, rules and regulations; and they may enact and makeall such ordinances and rules, not inconsistent with the laws of the state,as may be expedient for maintaining the peace and good government andwelfare of the city and its trade and commerce; and all ordinances may beenforced by prescribing and inflicting upon its inhabitants, or otherpersons violating the same, such fine not exceeding one thousand dollars,and such imprisonment not exceeding three months, or both such fine andimprisonment, as may be just for any offense, recoverable with costs ofsuit, together with judgment of imprisonment, until the fine and costs arepaid or satisfied; and any person committed for the nonpayment of fine andcosts, or either, may be compelled to work out the same as herein provided;but, in any case wherein the penalty for an offense is fixed by anystatute, the council shall affix the same penalty by ordinance for thepunishment of such offense, except that imprisonments, when made under cityordinances, may be in the city prison or workhouse instead of the countyjail.
