Preemption and standardization--cities, towns, and certain countiesmay regulate, limitations.

573.080. The general assembly by enacting this chapterintends to preempt any other regulation of the area covered bysection 573.020, to promote statewide control of pornography, andto standardize laws that governmental subdivisions may adopt inother areas covered by this chapter. No governmental subdivisionmay enact or enforce a law that makes any conduct in the areacovered by section 573.020 subject to a criminal or civil penaltyof any kind. Cities and towns and counties of the first classmay enact and enforce laws prohibiting and penalizing conductsubject to criminal or civil sanctions under other provisions ofthis chapter.
