589.539. 1. The compacting states shall report to the InterstateCommission on issues or activities of concern to them, and cooperate withand support the Interstate Commission in the discharge of its duties andresponsibilities.
2. The Interstate Commission shall attempt to resolve any disputes orother issues which are subject to the Compact and which may arise amongcompacting states and noncompacting states.
3. The Interstate Commission shall enact a By-law or promulgate aRule providing for both mediation and binding dispute resolution fordisputes among the compacting states.
