Eligibility of compacting states--effective date ofcompact--amendments.

589.548. 1. Any state, as defined in Article II of this compact, iseligible to become a compacting state. The Compact shall become effectiveand binding upon legislative enactment of the Compact into law by no lessthan thirty-five of the States. The initial effective date shall be thelatter of July 1, 2001, or upon enactment into law by the thirty-fifthjurisdiction. Thereafter it shall become effective and binding, as to anyother compacting state, upon enactment of the Compact into law by thatstate. The governors of Nonmember states or their designees will beinvited to participate in Interstate Commission activities on a nonvotingbasis prior to adoption of the compact by all states and territories of theUnited States.

2. Amendments to the Compact may be proposed by the InterstateCommission for enactment by the compacting states. No amendment shallbecome effective and binding upon the Interstate Commission and thecompacting states unless and until it is enacted into law by unanimousconsent of the compacting states.
