622.520. A substantial compliance with the requirements of thischapter shall be sufficient to give effect to all the rules, orders, actsand regulations of the division, and they shall not be declaredinoperative, illegal or void for any omission of a technical nature inrespect thereto. The provisions of this chapter shall be liberallyconstrued with a view to the public welfare, efficient transportationservices and substantial justice between patrons and carriers.
