630.065. The department shall initiate and direct thedevelopment of long-range programs and plans with respect toresidential facilities, day programs and specialized servicesoperated, funded or licensed by the department for personsaffected by mental disorders, developmental disabilities andalcohol or drug abuse. The department, insofar as practicable,shall coordinate its long-range programs and plans with theprogram and plan requirements and procedures of relevant federaland state planning and funding agencies. The department shallsupervise a comprehensive utilization quality-assurance andcost-benefit monitoring and auditing program to deal with thefacilities, programs and services operated, funded or licensed bythe department.
