630.430. 1. The commissioner of administration, in consultation withthe director, shall promulgate rules establishing the procedures tocontract with grantees which receive incentive-grant funds under section630.425. No rule or portion of a rule promulgated under the authority ofthis section shall become effective unless it has been promulgated pursuantto the provisions of section 536.024, RSMo.
2. The department shall require evidence that the programs supportedin whole or in part with the state incentive-grant funds arecost-and-benefit effective.
