630.440. The department shall pay the grantees in periodicinterim payments rather than lump sum payments and shall requirethat the grantees, before receiving any subsequent payments aftertheir initial payments, submit invoices describing theirexpenses, progress reports on establishing the residentialfacilities, day programs or specialized services and writtenreports of the services they have provided with the funds theyhave received.
