630.445. 1. Each vendor or grantee under contract with thedepartment under this chapter or chapter 631, 632, or 633, RSMo,shall keep such records as the department shall prescribe,including records which fully disclose the amount and dispositionby such recipient of the proceeds of such funding; the total costof the project, service or undertaking in connection with whichsuch funding is given or used; the amount of that portion of thecost of the project, service or undertaking supplied by othersources; and such other records as will facilitate an effectiveaudit as required in the rules and regulations of the department.
2. The department and the state auditor, or his designee,shall have access for the purpose of audit and examination to anybooks, documents, papers and records of the recipients that arepertinent to the funding received from the department.
3. The department and the state auditor, or his designee,shall perform their auditing functions in such a manner that theidentity of any individual who receives a service from a personreceiving funds pursuant to this chapter shall be confidential inaccordance with state and federal law.
