Duplication of programs to be avoided.

630.450. If a residential facility, day program or otherspecialized service proposes to be funded by the department toprovide services which the department provides through any of itsfacilities, programs or specialized services, the departmentshall determine how such services can most economically andeffectively be provided and shall provide such services eitherdirectly or through contract and affiliation agreements, andshall avoid duplication of such services unless the departmentfinds that such duplication is necessary. The department shallreport any such duplication, and why the department deems suchduplication necessary, in writing to the appropriationscommittees of the Missouri house and senate.
